Message People call safety boost what occurs when it only makes 7psi of boost. In the case of the NA ECU, you could say it was in safety boost because it was only at 7psi, but it wasn't in 'safety mode'. It just didn't have the circuits to open the solenoids so the boost stayed low, but it was actually running in the normal maps.
